Rancho Santa Margarita is a general law city and operates under the council-manager form of government. It is a contract city. Police services are provided through contract with Orange County Sheriff. Through contractual agreement, the City will increase police services by 30%. Fire Protection services are provided through the Orange County Fire Authority.

Rancho Santa Margarita schools are part of both Saddleback Unified School District and Capistrano Unified School District. The city is divided geographically and school assignments are based upon the location of the residence. Saddleback Valley Unified School District students continued to achieve in state testing. The District overall showed 4 points of 2009 API growth, while SVUSD schools averaged 4.3 in API growth. The biggest gains were made by Gates (27 API Growth) and Trabuco Mesa (28 API Growth). This is another example of our dedicated teachers using effective instructional practices to reach the needs of all of their students. This is also an example of our students filtering out the distractions of cuts to education in order to get down to the business of learning. The district is ranked among the best in the state and boasts a graduation rate of 95.7% Fifty of the school within the district are currently recognized as California Distinguished Schools and 11 maintain a National Blue Ribbon distinction. Rancho Santa Margarita History

Rancho Santa Margarita was planned to be an Urban Village, offering the best of two worlds: all of the elements and advantages of a small city plus the quality of life of a small village. In 1996 the Celebrating the Vision Committee developed Rancho Santa Margarita’s Vision Statement: A Small City with the Soul of a Small Village.
The City incorporated on January 1, 2000, and became the 33rd city in the County of Orange. The City has a population of 42,296.

CASA (Community Activities and Service Association) is a California nonprofit, public benefit corporation. It is a volunteer organization comprised of the residents of the City to organize a variety of community activities and special events for all ages to enjoy.
SAMLARC, Rancho Santa Margarita Landscape and Recreation Corporation, is one of the common areas in the City, and includes a 13-acre lake with swimming lagoon, 4 community pools and 10 community parks with numerous sport fields.There are also five other master associations, which include Dove Canyon, Rancho Cielo, Robinson Ranch, Trabuco Highlands, and Walden. These associations have parks as well, several of which have public access.
